Certificate of Live Birth in Security Paper (SECPA) Ready to be Awarded to Beneficiaries Under the PhilSys Birth Registration Assistance Project (PBRAP)
Pursuant to Section 10 of RA 11055 also known as the “Philippine Identification Act”, the basic documentary requirement for identification of citizens seeking to register with Philippine Identification System (PhilSys) is their birth certificate. Hence, the project PhilSys Birth Registration Assistance Project (PBRAP) has been implemented.
The PBRAP aims to ensure that all births of Filipino citizens are registered in the Local Civil Registry Offices and to increase the level of civil registration specially in marginalized communities such as Indigenous People (IP), Muslim Filipinos, and the poorest sector in the country. It is to guarantee that all Filipino citizens will have their PhilIDs issued to them which is a gateway to claim their social benefits and legal identity.
To ensure the inclusivity among Agusanon and Butuanons, the PSA-Agusan del Norte in coordination with the Local Civil Registry Office’s (LCRO’s) of the different cities/municipalities in the province, conducts a mobile registration which includes the verification of civil registry document prior to registration to determine whether the applicant has birth record.
Through determination and cooperative efforts of PSA-Agusan del Norte and Local Civil Registry Office’s, the Provincial Office has now received a total of 514 Certificates of Live Births (COLB) printed in Security Paper (SECPA) ready to be awarded to the respective PBRAP beneficiaries.

Issuance of COLB to indigent and beneficiaries will give way to a more productive services to ensure inclusive identification among Filipino citizens as well as guarantee those in deprived community that they can access an equal opportunity among others. The PSA-Agusan del Norte together with its partners will continue to serve, to see to it that we can “get everyone in the picture” for a better future of not just one man but of our beloved countrypeople.
