16 June 2025 – SURIGAO DEL NORTE. The Philippine Statistics Authority Surigao del Norte has been extending National ID services to Persons Deprived of Liberty (PDLs) across various detention facilities, including city and district jails in the province. In partnership with the Bureau of Jail Management and Penology (BJMP), it aims to provide PDLs with an official form of identification under the National ID System.
A mobile registration was carried out by the National ID workforce on 04 April 2025, at the BJMP District Jail in the Municipality of Dapa, Surigao del Norte. There were 31 individual registered and three were given paper form of their national identification cards. While at the BJMP Surigao City
Jail, Barangay Silop, Surigao City, 37 individuals were registered, and 10 received their national ID in paper form on 05 May 2025.
Additionally, on 28 May 2025, the BJMP Surigao del Norte District Jail organized a Serbisyo Caravan sa Piitan in collaboration with SSS, PhilHealth, and Pag-ibig. Eight individuals received their national ID on paper form and 16 were registered. This commitment to inclusivity highlights how crucial identity is to promoting equality, access, and dignity for persons deprived of liberty.
By registering PDLs for the National ID, the government ensures that this vulnerable population gains improved access to essential services like healthcare, social welfare programs, and legal benefits, both during their incarceration and upon their reintegration into society.
