In an effort to support the reintegration of former rebels into the society and ensure their access to essential services, the Provincial Social Welfare and Development Office (PSWDO) and PSA Agusan del Sur conducted an important series of information drives in February 2025. These events aimed to assist former rebels in acquiring their National IDs, which are crucial for accessing government services, employment opportunities, and participation in the country’s democratic processes. The first of these events took place on February 19 in Bunawan Brook, followed by a session on February 21 in Waloe, Loreto. These locations were strategically chosen to reach communities with high numbers of former rebels, ensuring that they have the necessary support and guidance to obtain their National IDs, a vital step in their reintegration journey.

The Enhanced Comprehensive Local Integration Program (ECLIP) information drive is a government initiative aimed at supporting the reintegration of former rebels into society. This program is designed to help individuals who have been involved in armed conflicts transition back to peaceful civilian life by offering various forms of assistance, such as livelihood support, education, health services, and financial aid. The information drive focuses on educating former rebels and their communities about the services, benefits, and requirements associated with the ECLIP program.
The information drive included detailed instructions on the process of registration, requirements, and benefits of having a National ID. The PSWDO team worked closely with local leaders, providing a welcoming and supportive environment where former combatants could address any concerns. These efforts reflect the commitment of both the provincial government and the community to healing, reconciliation, and rebuilding a nation where all citizens, regardless of their past, have an opportunity to start anew.
The "Whole-of-Nation Approach" is a comprehensive and inclusive strategy aimed at addressing complex national issues, particularly in post-conflict situations. It involves the active participation of all sectors of society, including government, military, civil society, local communities, and even former combatants, to work together towards national peace and stability. In the context of reintegrating former rebels, the "Whole-of-Nation Approach" is a multi-faceted initiative designed to help individuals transition from armed conflict back into peaceful civilian life. Rather than placing the burden of reintegration solely on the government or specific institutions, it emphasizes the collective responsibility of every citizen, community, and organization in rebuilding the nation.
