The Department of Social Welfare and Development (DSWD) - Dinagat Islands facilitated a coordination meeting on February 3, 2025, via Google Meet to discuss the saturation of 4Ps beneficiaries for National ID registration and authentication as an FDS (Family Development Session) equivalency. The meeting was attended by the DSWD Provincial Link, SWO III-Designate, Municipal Links from seven municipalities, and the Registration Officer II of PSA-Dinagat Islands.

The primary objective of the meeting was to develop an implementation plan for the PSA and DSWD 4Ps Joint Memorandum. This included creating a comprehensive deployment schedule and strategies to ensure the registration of remaining unregistered 4Ps beneficiaries.

The meeting was led by DSWD Provincial Link Ireen S. Relabo-Nacawili, RSW, who expressed her gratitude to all participants and extended her appreciation to the PSA representative for attending. Bryan T. Macasucol, SWO III-Designate, discussed the implementation guidelines for National ID registration as an FDS equivalency, particularly for compliance monitoring during the February to March period.

DSWD’s Pantawid Pamilyang Pilipino Program (4Ps) encourages all household beneficiaries with children aged 0-5 years to register their young family members under the National Identification System. The National ID registration and authentication serve as an alternative compliance mechanism for the FDS requirement during this period. This initiative aims to increase the number of young children with access to the benefits of having a National ID, ensuring better access to government programs in the future.

To gain two months of FDS compliance, all household members, including children aged 0-5, must register. Beneficiaries availing of the FDS equivalency must present either their Transaction Reference Number (TRN) or PhilSys Card Number (PCN) and authenticate their registration during Period One (P1 2025), covering February to March. This ensures compliance with program requirements necessary for cash grants while reducing barriers to identification at an early age.

PSA Registration Officer II Shihana E. Nayre expressed her appreciation for the ongoing collaboration between PSA and DSWD since 2024, highlighting that the partnership has significantly improved registration outputs. Ms. Nayre provided a detailed discussion on the services offered under the National ID system. It includes registration and authentication, updating of demographic information, printing of National ID in paper form, retrieval of Transaction Reference Number, assistance in generating the Digital National ID, and replacement of defective National ID cards.

Municipal Links raised concerns regarding the requirements for these services, leading to further discussions on improving service accessibility. The meeting concluded positively, with an agreement to maintain regular communication via phone calls and Facebook Messenger for updates. DSWD also committed to providing a deployment plan, including designated venues, and ensuring sufficient internet connectivity to facilitate registration services.
