In accordance with Republic Act (RA) No. 11315, also known as the Community-Based Monitoring System (CBMS) Act, the Philippine Statistics Authority (PSA) ismandated to lead the institutionalization of CBMS in every city and municipality. CBMS is a technology-based system designed to collect, process, and validate disaggregated data for use in local-level planning, program implementation, and impact monitoring, while empowering communities to participate in the process. 

A key activity under the 2024 Census of Population - Community-Based Monitoring System (POPCEN-CBMS) is the Geotagging of Service Facilities and Government Projects (SFGP), referred to as the 2024 POPCEN-CBMS Form 8 operation. Geotagging is a crucial part of CBMS, enabling the capture of relevant and timely data about households, service facilities, and government projects.

The primary objectives of the geotagging activity are to generate shapefiles of geotagged service facilities and government projects, which will serve as basis by national and local government units, as well as other stakeholders, for research, planning, and the execution of programs focused on economic development, poverty alleviation, and disaster risk management.

To ensure the identification of all government projects and operational service facilities within the province and facilitate the timely and accurate collection of data, PSA hired four Map Data Collectors, one Team Supervisor, and two office-based Map Data Processors and Reviewers for the mapping and processing tasks. 

To equip personnel with the necessary skills, the Philippine Statistics Authority in the Province of Dinagat Islands conducted a Provincial-Level Training for the 2024 POPCEN-CBMS Geotagging of Service Facilities and Government Projects, specifically for the hired personnel, from February 24 to 27, 2025, at the FRC Building in Aurelio, San Jose, Dinagat Islands. Representatives from the PSA Central Office and the Regional Statistics Office attended the activity to observe and provide additional training support. The four-day training session was successfully completed, equipping the personnel with the necessary skills to carry out their tasks effectively.
