Philippine Statistics Authority through PhilSys in partnership with the Land Bank of the Philippines (LANDBANK) is co-locating during the PhilSys Step 2 registration to provide unbanked registrants with their own transaction accounts and allow them access to a wide range of banking services. Opening the transaction account after PhilSys Step 2 registration is free and voluntary.
With the goal of achieving financial inclusion for Filipinos who cannot access bank services because of lack of valid proof of identity, successful PhilSys Step 2 registrants will be offered by a LANDBANK Mastercard Prepaid Card with free transaction charge and with no initial deposit through LANDBANK account opening booths at designated co-location areas in the region. Cardholders can safely and conveniently manage funds, cash-in, cash-out, transfer funds at any LANDBANK Branch or Agent Banking Partner, withdraw cash at ATMs, perform cashless transactions, shop and pay bills online, and receive government subsidies digitally.
Eligible registrants for the bank account opening are as follows:
18 years old and above
No existing bank account in LANDBANK or any other banks
Did not receive ATM from 4P’s membership/UCT
Not a Government Employee
Not a scholar
To open an account, an applicant only needs the following:

Those who have already registered for National ID that have not yet opened a LANDBANK Banking Card, may also go to our Registration Center to sign up for LANDBANK transaction account.
This initiative from the PSA and LANDBANK is to reach more of the unbanked population and to ensure financial inclusion at the family level.
