90.14 percent are registered in Agusan del Sur

The Provincial Statistical Office (PSO) of Agusan del Sur reports the progress in its ongoing National ID registration campaign, with a total of 664,440 Agusanons or 90.14 percent registered as of October 31, 2024.

The City of Bayugan leads in the number of registered individuals with 99,533 residents enrolled, followed by Prosperidad with 79,311 registrants and San Francisco with 71,237. Even in smaller municipalities such as Santa Josefa and La Paz, dedicated registration efforts led to strong results, with 23,797 and 28,187 residents registered, respectively. (Figure 1)

 

 

Over 73,000 Individuals in Agusan del Sur Remain Unregistered

Despite impressive registration efforts, an estimated 73, 818 residents in Agusan del Sur remain unregistered for the National ID as of October 31, 2024. The City of Bayugan has the highest number of unregistered individuals, with 9,966 residents yet to register. Although Bayugan achieved a high registration coverage rate of 90.90%, its large urban population presents challenges in reaching full registration. Similar challenges are seen in San Francisco and Prosperidad, where 9,523 and 9,010 residents remain unregistered, respectively. Although both municipalities boast high registration rates, these areas also require continued focus to achieve complete coverage. In contrast, Veruela has the lowest registration coverage rate in the province at 79.72%, leaving 8,054 individuals still unregistered. Some smaller municipalities, including Sibagat, Trento, and San Luis, have demonstrated strong performance in their registration efforts. Sibagat stands out with a registration rate of 102.62%, having exceeded its initial target. Meanwhile, Trento and San Luis have also achieved commendable registration rates of 96.08% and 94.49%, respectively. (Table 1)

Specifically for Sibagat, the unregistered count is not based on the 2020 Census of Population and Housing (CPH) but on actual registration operations, indicating that there are still individuals needing registration for PhilSys.

 

More than 19,000 or 20.85 percent of the total population of children aged one to four, have been registered

The success of registration efforts in Agusan del Sur can be attributed to extensive outreach initiatives, notably the implementation of mobile registration units focused on remote and hard-to-reach areas. However, enrolling children under five years old remains a challenge, with only 19,860 children registered—just 20.85 percent of the target age group. Primary barriers include reliance on parents or guardians for necessary documentation, logistical challenges in isolated communities, and limited awareness about the registration process. In response, the PSO plans to intensify mobile registration initiatives, implement the “Rehistro Bulilit” campaign, and strengthen partnerships with local government units (LGUs), the Department of Social Welfare and Development (DSWD), and educational institutions. These measures are aimed at increasing registration rates, particularly among young children, to ensure that all Agusanons are included in the National ID system. (Figure 2)

 

 

Male registrations grew by 35.02 percent , female by 25.60 percent

From August 2024 to October 2024, National ID registration in Agusan del Sur showed a fluctuating trend, with male registrants consistently outnumbering female registrants each month. In August 2024, a total of 4,982 individuals were registered, with 2,898 males and 2,084 females, making August the peak month for registrations. Registration numbers then declined in September to 3,332, with 1,719 males and 1,613 females, reflecting a narrower gap between the sexes as male registrants accounted for 51.6 percent and females 48.4 percent. By October, registrations rose again to 4,347, with 2,321 males and 2,026 females, bringing the male-to-female ratio closer to balance at 53.4 percent and 46.6 percent, respectively. This rebound in October suggests that outreach efforts regained momentum after the decrease in September. Overall, while male registrations remained higher across the three months, the variations indicate shifts in registration patterns and outreach effectiveness. (Figure 3)

 

 

Fixed Registration Center (FRC) successfully assisted 355 clients obtain Digital National IDs, 23 fail after three attempts

The FRC successfully assisted 355 clients in generating their Digital National IDs, providing essential support for those who required the ID for various purposes, such as completing late birth registrations, conducting transactions with other agencies, and registering their children under five years old. Despite these achievements, 23 clients were unable to generate their Digital National IDs even after three attempts.

 

Over 419,000 ePhilIDs Issued in Agusan del Sur

The issuance of the PhilSys digital ID, also known as the ePhilID, is a proactive initiative by the PSA that enables registrants to immediately benefit from being registered with the Philippine Identification System (PhilSys). Since its launch in October 2022, a total of 419,124 ePhilIDs have been issued to registered individuals in Agusan del Sur, with 234,114 ePhilIDs distributed in 2022, followed by 181,886 in 2023. Preliminary data indicates that 3,124 ePhilIDs were issued as of October 2024. The ePhilID contains the individual’s PhilSys Card Number (PCN) along with basic demographic information, and features a QR code for authentication. Notably, the ePhilID holds the same functionality and validity as the physical PhilSys card, providing a secure and convenient digital alternative to the physical card.  (Figure 4)

TECHNICAL NOTES

 

Philippine Identification System or PhilSys refers to the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines.

Target Population is derived from the official release of PSA during the conduct of 2020 Census of Population and Housing (CPH).

PhilID refers to the physical ID card that serves as valid proof of identity for transactions with both the government and the private sector. This non-transferable card contains a registrant’s demographic and biometric information, including their full name, birth date, address, front-facing photograph, and the PhilSys Card Number (PCN). The PhilID is issued upon successful registration in the PhilSys.

ePhilID is the printed version of the PhilID and has the same functionality and validity as the physical card. It is a proactive strategy of the PSA that will allow more Filipinos to immediately enjoy the benefits of being PhilSys-registered.

Digital National ID is an electronic version of the PhilID that enables registered individuals to acquire their PhilID via mobile phones or laptops. It holds the same functionality and validity as the physical card.
