In conformance with Proclamation No. 1106, issued by Former President Benigno S. Aquino III, which declares the period from 2015 to 2024 as Civil Registration and Vitals Statistics Decade, the Philippine Statistics Authority (PSA) is working towards fulfilling its commitment to support the Ministerial Declaration to “Get everyone in the Picture.” To achieve this goal, the PSA has launched the PhilSys Birth Registration Assistance Project (PBRAP) in 2022,  as one of its major initiatives for the year.

 

This project aims to elevate the level of civil registration by registering of birth of at least  two

(2) million individuals, particularly in marginalized communities such as those belonging to the Indigenous Peoples, Muslim Filipinos, and the economically disadvantaged population in the country. This effort will guarantee that these individuals, once their births are registered, will be enrolled to the Philippine Identification System (PhilSys)—providing them with a means of establishing their identity and accessing to government or private sector services and social benefits. Of this number, PSA seeks to register a total of 20,374 unregistered births in the province of Agusan del Sur.

 

The project procedures include the following: (1) Verification of birth records through the PSA  Civil  Registry System  (CRS)  database; (2)  Issuance  of  the  omnibus    (negative)


 

certification; (3) Processing of delayed registration of birth (onsite and out-of-town); and Issuance of a Certificate of Live Birth (COLB) in Security Paper (SECPA) to the recipients.

 

In the first year of the implementation, the PSA Statistical Office of Agusan del Sur (PSA- PSO-ADS) is pleased to announce the progress of the PBRAP. In partnership with the Local Government Units (LGUs) of Agusan del Sur through their Local Civil Registry Offices (LCROs), a series of mobile registration activities were conducted in various barangays throughout the province. As of December 31, 2022, a total of 15,696 births were submitted for verification at the PSA Civil Registration Service. Out of this total, 5,890 individuals were found to have no birth records in the PSA CRS database, thus, need to go through delayed registration, while 720 individuals were positively verified.

Additionally, the province successfully registered 493 beneficiaries across all age groups, with the oldest recipient being a resident of Lucac, San Francisco, Agusan del Sur, born in 1925. A total of 13 registrants from the municipality of La Paz were also issued with Certificate of Live Births (COLBs) in SECPA, free of charge.

The PSA expresses gratitude for the support of its partners in making this project a success and encourages Filipino citizens to take advantage of this opportunity to register their births, as the project is set to continue its implementation in 2023.
